A question on the order form is asked once per order, whoever is buying. It can also be limited to orders that hold certain ticket types, like a VAT number asked only when a company ticket is in the basket.

On the ticket type's own page, go to Order form questions
Your eventSet upTicket typesThe section lists what somebody buying this ticket gets asked on the order form, once for the whole order. Questions higher up the page is the other list. Those questions are asked about each ticket of this type, one answer per attendee. -
Read the value beside each question
This ticket only means this is the one ticket type that brings the question up. A count of other tickets beside it means they bring it up as well. Every order means it's asked whatever is in the basket.

That opens the question's own page. The pencil beside the row in On the order form lists every ticket type that brings the question up. That's where you take one away.
