Buyers see the limit only when what they've chosen is outside it, for example "Each order needs 2 to 6 tickets." It appears above the button on your event page and your widgets as they choose. If they press the button anyway, the page comes back with the same sentence and what to change.
What counts
Only tickets count. Items, add-ons and donations don't. A bundle counts as the tickets inside it, so a family ticket for two adults and two children is four.
Where it applies
Every order a buyer places, on your event page, an audience page, a widget, a quote they download, and an order placed through the API. It also applies when a buyer changes an order they haven't paid for yet. When a buyer adds tickets to an order, the most counts the tickets the order already has. The fewest doesn't apply to an addition.
It doesn't apply to an order you make yourself, tickets sold at the door, a portal, an invitation, or a place offered from the waitlist. Each of those has its own limit, set where you set them up.
If a rule gives a free ticket with every two, an order of two that takes its free one has three. Leave room for it in At most. See Give a ticket away with another one.
Both apply, and an order has to fit both. See Cap how many one person can buy.
A free event with one ticket normally asks for a buyer's details right on the event page. With a fewest of two or more, the page shows the ticket list so the buyer can choose how many.
